Tipp City man accused in worldwide child porn case

TIPP CITY, Ohio (WDTN) – A Tipp City man is accused in a worldwide child exploitation investigation.

John Foster, 44, is charged with conspiracy to produce child pornography, distribution of child pornography and receiving such materials.

Fourteen men are accused of running an child pornography web site.

The Department of Homeland Security’s investigative arm headed up the operation in 39 states and five countries.

251 victims were identified, 228 of those in the United States. Most of the victims are male between 13 and 15 years old.

“These indictments represent a strong coordinated strike – by Homeland Security, the U.S. Postal Inspection Service, and several U. S. Attorney’s Offices around the country – against child pornography and those who allegedly seek to harm our most vulnerable citizens, our young children,” stated U. S. Attorney Kenneth Allen Polite, Jr.

The underground web site’s primary administrator is from Louisiana. Investigators say he admitted to making up a female persona on line in order to exploit children.

The site was up and running for a year from June 2012 to June 2013. It shared web cam videos of exploited children.

Homeland Security says Foster is considered a primary operator and contributor to the site.
