DAYTON, Ohio (WDTN) – A child rapist must register with authorities if he is ever released from prison.

Eugene Gall kidnapped an Oakwood teenager from her bus stop back in 1979. He raped her before killing her.

A judge decided Tuesday that if Gall is paroled, he will have to tell law enforcement where he lives, works or goes to school every 90 days.

Gall was fighting the requirements, claiming he was sentenced long before Megan’s Law took effect.

The law requires sex offender classification and notification.

“He should never be released from the penitentiary. However, any sanction we can get imposed, we are going to make sure is done because of the things he has done and when he did this, he was on parole for molesting other children,” said Mat Heck, Montgomery County Prosecutor.

Gall was captured after raping and killing a Cincinnati area teen.
