BUTLER CO., Ohio (WDTN) – A second five hour negotiating session ended with no agreement between Butler County and the Children Services Independent Union.

Talks with a federal mediator ended Monday just before 2:00 p.m. without an agreement.

The county says more talks are planned, but the next date is pending.

About 45 striking union members did not return to work Monday. The county says they have the option of returning to work without a contract to join union members who stayed on the job.

The county began the beginning stages of a reorganization plan Monday. Part of the plan is to provide more intensive services early in a family’s involvement so that a child’s time in foster car is reduced.

The contract talks are entering the fourth week.
