Police: 9-month-old boy found in filthy van

SOUTH CHARLESTON, Ohio (WDTN) – Police say they found a 9-month-old baby traveling in a van full of filth.

Officers pulled the van over Monday evening on North Chillicothe Road in South Charleston.

According to a police report, there was a strong stench coming from the van. Officers say they saw trash, dog urine and feces among piles of clothing and coolers.

The report indicates that the baby boy was in a car seat, but not strapped inside it. They reported that his diaper was heavily soiled and needed changing.

Officers also noted drug paraphernalia and prescription drugs in the car.

Robert Rouser and Chelsea Boston are now in the Clark County Jail charged with child endangering and having drug paraphernalia.

Rouser was also charged with not having a driver’s license.

The baby is in the custody of Clark County Child Protective Services.
