Owner a step closer to getting quarantined dog returned

DAYTON, Ohio (WDTN) – The battle over a quarantined dog is ending in favor of the owner, almost.

Teresa McIntosh-Hall says the courts ruled Wednesay to return the dog to her family, but she has a lot of conditions to meet first.

The Russell Terrier bit a 1-year-old girl at a Brookville campground and was sent to the Montgomery County Animal Resource Center for quarantine.

Hall said she was misled about the severity of the bite and fought to have the dog released from the county’s custody.

ARC Director Mark Kumpf says the court did rule to have the dog returned, but ARC immediately filed a declaration with the court Thursday morning deeming the dog vicious.

Hall must now get the dog neutered, vaccinated, get rabies shots, get a microchip implanted in the dog and secure a dangerous dog tag before ARC will release the dog.  ARC will also verify through a home check that she has a secure enclosure for the dog at her home.  Once she completes all those tasks, Kumpf says a court hearing will be conducted.  She can then receive the dog, unless a judge orders more restrictions be met.

She must also pay boarding fees incurred during the dog’s quarantine.  Kumpf says Hall is complying with all the conditions so far.
