Skeens caught without driver’s license again

ARCANUM, Ohio (WDTN) – New information about a woman who repeatedly drives without a license and keeps getting caught.

2 NEWS investigates is staying on top of this story.

We have confirmed Billie Skeens is back behind bars more than a year after she struck teenager Cailynn Stephens in front of Arcanum Middle School.

Skeens was booked into Darke County Jail following a parole violation in which court officials tell us she was driving without a license again in December.

Skeens served time for the accident in Arcanum this past summer.
