County leaders named in new wrongful death lawsuit for Klonda Richey

DAYTON, Ohio (WDTN) – The estate of the woman mauled to death by two dogs last year wants Montgomery County to pay up for not listening to her repeated pleas for help.

Klonda Richey was killed by her neighbors dogs February 7th, 2014. At that time, 2 NEWS Investigates found she had complained to the county numerous times about the dogs and their owners before her death. Now, a lawsuit it pointing that out.

The executor of Klonda Richey’s estate, Barbara Schneider names the Montgomery County County Commissioners, Montgomery County Animal Resource Center, it’s director Mark Kumpf and several other people whose identities are not known at this time.

The complaint says the defendants knew Richey’s life was in imminent danger and didn’t do enough to help her.

It says their, “decision to take no action on any of her complaints and utter disregard for their statutory duties and Ms. Richey’s safety were willful, wanton, reckless and malicious.”

The lawsuit says Richey made approximately 16 911 calls and filed approximately 12 reports with the ARC about the dangerous dogs.
