Fire instructor accused of sexually abusing teen boys in cadet program

SPRINGFIELD TOWNSHIP, Ohio (WDTN) — A Springfield Township Fire Department cadet instructor has been arrested on multiple child sex abuse charges.

Springfield Police say Jonathan Monroe showed up at their public safety building and admitted to committing sex crimes with four teens while he was their cadet instructor.  Police interviewed all four children, who confirmed Monroe’s claims and he was arrested on Friday.

Monroe pleaded not guilty in Clark County Municipal Court Friday. He is being held in the Clark County Jail on $100,000 bond.

Monroe faces multiple charges, including rape of a child under the age of 13, unlawful sexual conduct with a minor, sexual battery, gross sexual imposition and compelling prostitution.

Monroe told police during an initial interview on April 5th, that he had access to children through his role as a volunteer fire fighter and cadet instructor with the department.  Police say the 23-year-old cried while admitting to sexually abusing the children. He said he was 15 or 16 when he began sexually abusing a young boy.

All four victims confirmed Monroe was their training instructor and cadet advisor while they were enrolled with the cadet program for Springfield Township Fire Department.

Monroe said the abuse happened over a period of six years, ending in March of this year. He could not say how many times the abuse happened. He also offered to pay, according to the affidavit obtained by 2 NEWS, the victim $40 dollars to perform a sex act but did not pay the victim.

A statement received from Springfield Township Trustee President Tim Foley reads:

“At the April 11th Springfield Twp. Trustees meeting the trustees approved to accept the resignation of Jonathan Monroe from the Springfield Township Fire Dept.  based upon a resignation email sent to Fire Chief John Roeder dated April 6th, 2017.   The fire dept. cadet program has been suspended and is under review.   The township’s legal counsel, the Clark County Prosecutor, has advised that no further comments be made at this time.”

Monroe faces the following charges related to each victim:

Victim #1 – Rape, Gross Sexual Imposition, Unlawful Sexual Conduct with a Minor and Sexual Battery

Victim #2 – Unlawful Sexual Conduct with a Minor, Sexual Batter

Victim #3 – Sexual Battery

Victim #4 – Unlawful Sexual Conduct with a Minor and Compelling Prostitution
